The Central Scientific Library of Azerbaijan National Academy of Sciences has played peerless role in development of our science, in formation of our scientific staffs overturning one of the largest library-information organizations of our country during the 80 annual activity. Central Scientific Library is the scientific establishment that is the main structural unique in the field of studying and applying the provision of scientific researches of analytical-information, library science, bibliography science, book science, restoration and conservation of library funds, automizing of library-bibliographic processes, modern informational technologies conducting in the system of Academy of Sciences and other scientific organization. It is the head library of National Academy of Sciences system and is a universal scientific library serving the information and library bibliography to the readers as a connected form with the libraries of the scientific-research institutions of the Academy. Central Scientific Library of Azerbaijan National Academy of Sciences attached to “Azerbaijan Study and Survey Society” established in 1923 was created with the help and in initiative Azerbaijan well-known scientists N.Narimanov, A.Hagverdiyev, T.Shahbazi, H.Zeynalli and others. In 1924 “Bibliographical Bureau” that created attached to the Society had been the preliminary basis for creation of Central Scientific Library. In 1925 the problem about the creation of the library was raised in the opening sittings of the society, accepted the resolution and Scientific Library took official action. The first chief of the library was Hanafi Zeynalli. Then in different times S.M.Yahyazada, Y.I.Tahirov, N.Ph.Akhundov, R.A.Kazimov, M.M.Hasanova, E.T.Afandiyev were in charge of Central Scientific Library of Azerbaijan National Academy of Sciences. Nowadays, the director of Central Scientific Library of Azerbaijan National Academy of Sciences is the candidate of philology of sciences Aybaniz Aliyeva-Kengerli. In 1928 Library Committee was created in “Azerbaijan Study and Survey Society” in order to improve the work of the library. The well-known scientists and figures G.Sultanov, (the chairman of the committee), G.S.Gubaydulin, A.R.Zifeldt and others took action in membership of the committee whose took part in the work of the library. Since 1933 the chairman of that committee had been the associate member of Academy of Sciences of the USSR K.A.Krasussky. In 1929 Azerbaijan State Scientific Research Institute was organized. In that time the library was developing, extending the service fields, supplying the literature stock with the important literature for being conducted scientific researches. In 1933 Azerbaijan Department of the Caucasian Branch of the Academy of Sciences of the USSR was organized, Scientific Library continued its activity at that scientific organization. In 30-s in order to organize the exchange of literature the special fund was created. Since 1934 the library has been conducting the exchange with the former Union and 110 organizations of foreign countries of the world, but since 1935 the library has been conducting exchange with more 150 scientific institutions, organizations, the large libraries, etc. In 1935 the Caucasian Branch of the Academy of Sciences of the USSR reorganized into Azerbaijan Branch of the Academy of Sciences of the USSR. From this time increasing of the scientific works it was necessary to organize special scientific libraries attached to Scientific-Research Institutes. In 1935-1944 18 specialized libraries took actions attached to Scientific-Research Institutes so that Central Scientific Library of Azerbaijan National Academy of Sciences has charged with leading to these actions. In this time the fund of the library became richer and reached 180.000 issues, more than 2500 issues of those had been achieved with the way of book exchange by more 400 foreign countries which was conducted International Book Exchange. In 1945 there began a new development stage in the history of Central Scientific Library of Azerbaijan National Academy of Sciences connected with the creation of independent Academy of Sciences in Azerbaijan. So, it was given the authority of the achievement obligatory gratis to the library that was published in all former Soviet Union, was conducted in the direction of improving of informational-bibliographical work, since 1947 the bulletins of the new receipts were sent to Scientific-Research Institutes and scholars, etc. In 1951 the library stock consisted of old print, rare and exceptional important publications in 500.000 issues in the Azerbaijan, Russian and foreign languages. In that year the Library Council had been created with the purpose of having to do with the Library activity of Scientific-Research Institute with the decision of Presidium of Azerbaijan Academy of Sciences and to lead them. Azerbaijan well-known scholars A.I.Garayev (chairman), M.Ph.Nagiyev, S.A.Azizbayov, Ph.A.Malikov, G.A.Alizada, Ph.A.Gashgay, V.R.Volobuyev, V.Y.Khain and the director of that time Y.I.Tahirov were chosen to the membership of the Council. The great services of the members of the council had been in improving libraries activity of Central Scientific Library of Azerbaijan National Academy of Sciences and institutions, completing the funds, publishing bibliographical indexes, in raising the service culture to the readers, etc. Since 1956 the Library has been extending its international relations and carries on book exchange with more than 570 scientific institutions of 50 countries of the world and libraries. In 1959 the Library possessed independent authority to exchange where has more than 600.000 copies, also 145.000 copies of foreign literatures. Until it the exchange had been carried on centralized way by means of former Academy of Sciences of the USSR. At the beginning of 1967 the library was moved to the Academy town, a new “Regulations”, structure, scientific-methodical council were affirmed, a new reading-halls were opened, began the employment progressive methods in the service to the readers. In 1972 Centralized Library System of National Academy of Sciences was created. Since 1978 Central Scientific Library has been taking actions as a main depository book-keeper on natural and exact sciences on the scale of Republic. Since 1984 the library had begun to receive obligatory copies of publications free-of-charge printed in our Republic. The activity of the library had been in attention of Academy of Sciences in all times which played an important role in development of a science. In various times Presidium of Academy of Sciences had accepted the decisions connected with improving of library’s activity. It had been decreed to realize concrete events connected with taking the existed shortcoming that carried on the direction of future development of the library. Since 2000 the activity of Central Scientific Library of Azerbaijan National Academy of Sciences develops with the informational principles and expands. Last times the main changes connected with the reforms have happened in the activity of Central Scientific Library which held in Azerbaijan National Academy of Sciences. In 2003 Central Scientific Library of Azerbaijan National Academy of Sciences was given the status of scientific institution. Connected with it the structure of CSL has been improved, created the new department “Atoumization of library processes”, began to equip with modern computer technology of the library, Web-site of the library has been created, modern information technology in the service to the readers, also certain successes have achieved in using by Internet, entered Library Information Consortium, achieved the opportunity of using foreign full-text journals by Internet, from EBSCO databases, new staffs have been attracted to the library which have mastered the informational technology. Now Central Scientific Library of Azerbaijan National Academy of Sciences which is the largest library on the field of nature study, social-economic, political, the humanities and technical sciences serves more than 30.000 possesses the informational fund more than 3mln. scientific literatures printed in 50 languages of world nations. The stock is resplendent with the Azerbaijan, Russian, Turkic, Persian, Arabian, English, German, French, etc which covers XVI-XX centuries. The funds of Central Scientific Library of Azerbaijan National Academy of Sciences are supplied with book collector, book trade establishments, publishing-houses, printing subscription, obligatory issue, international Book Exchange and by the ways of gifts. In order to provide with productive use of the readers from these informational reserves varied informational-bibliographic catalogue-files system had been created in Central Scientific Library of Azerbaijan National Academy of Sciences. Here had reflected more than 10mln. informational carriers. Last times the funds of Central Scientific Library of Azerbaijan National Academy of Sciences takes action in the direction of copying electronic informational carriers, the publicity of last successes of Azerbaijan Science by Internet, meet readers informational needs from the world informational space. At the same time Central Scientific Library of Azerbaijan National Academy of Sciences serves as the methodical center of 27 libraries in the system of Academy. Now 123 employees work in Central Scientific Library, 3 men are Dr. of sciences, 14 men are candidate of sciences. There take actions 11 departments in the library: the department of scientific completing of the literature; the department of West-European literature; the department of Oriental literatures; the department of National literature; the department of scientific cataloguing; service department; the department of organizing, protection and use of the fund; bibliography department; the department of the library science; the department of automization of library processes; the department of conservation, restoration and xerox of the documents. The department of scientific completing of the literature (chief – Saida Rzayeva) engages with completing printed and electron scientific literature in the Azerbaijan and Russian languages of the funds of CSL in accordance with the themes of scientific-researches conducted by Scientific-Research Institutes of Azerbaijan National Academy of Sciences. The acquisition of the literature is realized with the ways of subscription, receipts and gifts. The department takes part in creating of electron library with achieving CD of the books which were printed in the publishing-house. It organizes and carries on book exchange with the countries of Independent State Union. The department completes exchange fund, forms the untouchable fund. It provides with sending the literature to the partners of West-European and East countries with the purpose of International Book Exchange. It carries on scientific-research works in the direction of supplying problems of the literature in modern condition. The department of West-European literature (chief – Farida Suleymanova) organizes and realizes International Book Exchange with the large libraries, different organization, universities and various scholars and specialists of West-European countries. It completes the funds with the printed and electron scientific literature in accordance with the themes of researches in the West-European languages conducted by Scientific-Research Institutes of Azerbaijan National Academy of Sciences and is engaged with scientific cataloguing (scientific working and classifying) literature. In the West-European languages it conducts and realizes the bibliographical files “Azerbaijan in abroad” and alphabetical and systematic catalogues in the West-European countries. It serves bibliographical informational to the readers: it realizes composing and printing of bibliographical indexes “Azerbaijan in abroad”, bibliographic informational bulletins of the literature (books and periodicals) which is received in the West-European languages. It also composes and published printed catalogues in the West-European languages about East arrived in Baku libraries. It carries on scientific-research works in the direction of studying of productivity use of printed catalogues, the system of catalogue and files of the literature, literature funds in the West-European languages. The department of Oriental literatures (chief Aida Huseynova) carries International Book Exchange with East countries. It completes the funds with the printed and electron scientific literature in accordance with the themes of researches in East countries carried on Scientific Research Institutes of Azerbaijan National Academy of Sciences, is engaged with the scientific cataloguing (scientific working and classifying) of the literature. It realizes carrying and forming of alphabetical and systematic catalogues of the literature in the East languages. It provides with the use of the literature to the readers in reading-hall. It serves bibliographical-information to the readers: it realizes and prepare bibliographical index “Azerbaijan in abroad”, bibliographic informational bulletins of the literatures (books and periodicals) which is received in the Oriental languages, composing the catalogues of the literatures in the Oriental languages arrived to Baku libraries. It carries on scientific research works in the direction of studying of the catalogue and files of the literature, printed catalogues, productivity use of literature funds and correspondence inquiring of the readers in the East languages. The department of National literature (chief Kamala Abbasova) realizes the formation and conducting of alphabetical and systematic catalogues, scientific completing of the literature (scientific working and classifying) in the Azerbaijan language. The first time Central Scientific Library of Azerbaijan National Academy of Sciences realizes the formation of electronic catalogues of the literature in the Azerbaijan language. It conducts in the direction of studying efficiency use of catalogue-files system and connected with the matters of creating electronic catalogue. The department of scientific cataloguing (chief Shura Karimova) realizes scientific cataloguing of the literature (scientific working and classifying) in the Russian language which arrived to the library. It is engaged with forming and carrying on the central alphabetical and systematic catalogues. It serves the bibliographical-information to the readers: it prepares the bibliographic indexes of the publications received in the Russian language to the Library. It carries on scientific-research works in the direction of studying of correspondence inquiring of the readers and productivity use of systematic catalogues. Service department (chief Sevil Mammadova) realizes to meet of the readers’ needs from the scientific funds of the library by means of Subscription Inter Libraries (SIL), reading-halls of the common and periodicals, subscriber. It completes with the literature in accordance with the needs of readers of subsidiary funds of the reading-halls. It organizes a new literature, theme and jubilee exhibitions (in that place, mobile). It organizes and holds scientific-mass events (conference, seminar, etc.). It realizes the automization of work processes: it takes registration of the readers in automized conditions. It carries on the research connected with the conformity inquiring of the readers, studying of the reasons of refused answers and the structural analysis of the readers of library funds. The department of organizing, protection and use of the fund (chief Firangiz Dadashova) organizing and realizes the formation of scientific funds which meet the scholars and specialists’ needs, placing, protection and giving the literature to the readers from these funds. The department carries on the investigation of scientific funds, realizes choosing the rare, special valuable publications, scientific working, protection. It extracts old and unfit literatures in content from the funds and composed the acts. It organizes the work with topographical catalogue. It carries on the scientific-research works in the direction of studying correspondence inquiring of the readers of these funds and making use of scientific funds by the readers. The department of bibliography (chief Jeyran Isayeva) prepares to compose the bibliographic indexes like a series of “Scientists and cultural workers of Azerbaijan”, theme and registration. It organizes and realizes bibliographic-informational service to the state organizations, different scientific institutes, scholars and specialists. The department gives bibliographic-informational bulletins (catalogue) of the new receipts, composes written thematic bibliographic-information, also oral information. It is engaged with choosing of scientific articles more than 150 names of journals and papers which are received in the Azerbaijan and Russian languages to the library in order to carry out and organize the bibliographic files by name “Science and culture in Azerbaijan” which occupies an important place in the system of informational-bibliographic apparatus of Central Scientific Library of Azerbaijan National Academy of Sciences, reflect in files and creating electronic databases on the basis of theme. It conducts scientific research works in the direction of studying the use of informational bulletins by readers, the bibliographic indexes that were composed by the department, the card index by name “Science and Culture in Azerbaijan”. Library science department (chief Adila Mammadova) realizes organizing and carrying on the scientific researches topical theoretical and practical matters in the field of library which is finished with the regulated documents and different methodical equipments. It conducts in the direction of applying in Central Scientific Library of Azerbaijan National Academy of Sciences and studying the innovations in the field of library of the largest libraries of the world. It is engaged with the formation of completing, cataloguing and serving of the literature on library science, bibliography science and information of the specialized fund. The department carries on the bibliographic files on library science and bibliography science. The department of automazition of library processes (chief Javid Jafarov) provides with the realization of automized system in the field of library-information. It provides with the realization of the events conducting in the direction of automization of work processes in the departments of CSL. It forms databases in the actual themes. The department realizes the creation of electronic information service to the readers by Internet. The department of conservation, restoration and xerox of the documents (chief Baymali Yolchuyev) realizes the conservation of rare and valuable publications which is protected in scientific funds, the restoration of the documents, xerox of them. Azerbaijan Statehood and Haydar Aliyev Library Azerbaijan Statehood and Haydar Aliyev Library was created in 2002 which has the great successes in Central Scientific Library of Azerbaijan National Academy of Sciences (chief cand.of ph. Of Sc. Gulshan Aliyeva). There have been collected nearly 1000 literatures in the Library connected with Azerbaijan State and decent man of our Republic, political figure H.Aliyev’s honourable life and firm political activity which is known in world scale, his electronic catalogue had been created and given to the readers usage, the level of library service, the readers’ limit expands day by day. At the same time the library carries on scientific-mass events. Since Central Scientific Library of Azerbaijan National Academy of Sciences creation time one of the major directions of its had been scientific research work. In the middle of 20-s of Azerbaijan National Academy of Sciences by the scientific-information department of the library there were conducted importance works connected with intensive collecting materials and scientific bibliography on history, archeology, ethnography and folklore of Azerbaijan and combines with it. At the result of its works 3 issues – I issue (1924), II issue (1924), III issue (1925) had been prepared. In 1926 “Subject index” was published to the first three issues of this index. In the 30-s there was paid paramount attention to the future development of scientific-bibliographic work in the library. At the end of 1934 some scientific-bibliographic themes were worked out with the sections and institutes of the Azerbaijan Department of the Academy of Sciences of the USSR. There can be examples “The Bibliography of the Caspian Sea and drainage-basin”, “The Bibliography of Azerbaijan literature indexes”, “the Bibliography of the literatures about Azerbaijan”, “Turkic issue in Azerbaijan”, I issue. The issue pre-revolutionary, etc. From 1935 to 1945 scientific-bibliographic activity of the library develops in the direction of composing catalogue and files on the basis of regional ethnography problems and book of the library and manuscript funds. In 1947 the great bibliographic index “The bibliography of the publications of Azerbaijan Department of Academy of Sciences of the USSR during the last 10 years” appeared. In 60-70-s the library conducted varied work on creating the personal bibliographic indexes, current information indexes, printed catalogues from the series of problem-thematic character, the general retrospective and “Scientists and cultural workers of Azerbaijan”. At the beginning of 70-s there was the first many-aspect scientific research work “Productivity use from the funds of the library of Azerbaijan Academy of Sciences and correspondence inquiring of the readers on their complex sciences”, which conducted by the library. The final result of this research work had been studying of scholars’ informational needs, the creation of operative, substantial, accurate and differential service system. The research had been finished with constructive proposals and recommendations which have a great theoretical and practical importance for the library on improving the service to the readers and the important operations of library funds. The other result of scientific-research work had been the collection of “Time norms of the major work processes of Central Scientific Library of Azerbaijan National Academy of Sciences of Azerbaijan Academy of Sciences” which all departments of Central Scientific Library of Azerbaijan National Academy of Sciences actively take part. The main object of the normative collection had consisted of the optimal organizing work for fulfilling the adequate work types, scientific organizing of library employees’ labour, raising the effectiveness in every field on the motives of certain time. In all times of library activity it had been paid special attention in creating fundamental scientific-bibliographic works. Such heavy bibliographic researches are of great importance in knowing of our science in world scale, publicity and using our scientific potential in the society which is generalized by means of bibliographic many-field researches of the face of Azerbaijan science, achieved successes, well-known scientists and cultural workers. By this time Central Scientific Library of Azerbaijan National Academy of Sciences that prepared more than 300 different bibliographic researches had paid a special attention in preparing theme-bibliographic indexes which includes chronological time. At this line published in 1980-1989 “Oil in Azerbaijan” in VI volume bibliographic research holds a special place. The library had prepared theme-bibliographic indexes in the field of natural sciences with the scientists of Azerbaijan Academy of Sciences: “Refined the soiled ground from the oil”, “Irrigated soils of some countries of the world”, “The stream accidents in Azerbaijan”, “Volatile oils and their adaptation”, “Khlorkholinkhlorid /Tur and its application in vegetable growing, vine-growing, fruit growing”, “The ground cadastre and rational use of a soil cover in a number of the countries of the world”, “Vine-growing in Azerbaijan”, “Greasy vegetable oils”, “Natural food dyes”. In 70-80-s bibliographic publications of the library were issued “Development of a science in Soviet Azerbaijan”, “Azerbaijan History”, “Azerbaijan Literature in the source of the countries of the world”, “Azerbaijan scientists in world press”, “Annotational bibliographic reference book on the Caspian Sea”, etc. Beside of it by the library it had been prepared the issues “The Bibliography of the dissertation defended in Azerbaijan (1920-1975). Part 1. Humanities”, “The Bibliography of the dissertation defended in Azerbaijan (1920-1980). Part 2. I book. Physical-mathematical, technical sciences. Sciences about the Earth”, “The Bibliography of the dissertation defended in Azerbaijan. Part 2. II book. Chemistry, agriculture, biology and medical sciences”, “Periodicals of the Soviet Azerbaijan (1920-1970). Part 1. Humanities”, etc. In order to reflect their life and activity, scientific successes of Azerbaijan Science on the regulation of Presidium of Azerbaijan National Academy of Sciences the library publishes the personal bibliographic indexes from the series of “Scientists and cultural workers of Azerbaijan” since 1964. From this time by CSL more than 100 personal bibliographic indexes had been prepared and published. It can be noted the following names as, “M.A.Mirgasimov”, “Y.H.Mammadaliyev”, “H.Huseynov”, “M.Topchubashov”, “M.AQ.Dadashzada”, “H.A.Aliyev”, “M.K.Gashgay”, “A.A.Mahmudov”, “B.Nabiyev”, “Z.M.Bunyadov”, “U.Hajibayov”, in last years “F.G.Magsudov”, “J.Aliyev”, “A.Akhundov”, “J.Guliyev”, “K.Karimov”, “A.Aliyev”, “R.Afandi”, “J.Giyasi”, “Z.Aliyeva”, “B.Askarov”, “A.Imanguliyeva”, “R.Aliyev”, “Isa Habibbayli”, “Kh.Mammadov”, etc. It can be noted the bibliography of Academy of Sciences’ publications which finished its scientific activity in the frame of certain time of Azerbaijan Academy of Sciences by the calculation-registration bibliographic indexes CSL prepared. It can be said in 7 books “The bibliography of publications of Academy of Sciences of the SSR, I volume (1923-1945)”, “The bibliography of publications of Azerbaijan Academy of Sciences, II volume (1945-1959)”, “The bibliography of publications of Azerbaijan Academy of Sciences of the SSR” As its known the personal libraries of the scientists and cultural workers are kept in the Library, such as, B.N.Zakhoder, Y.E.Bertels, Y.A.Belyayev., Y.A.Pakhomov, Z.Huseynzada, M.Ibrahimov, I.D.Mustafayev, M.A.Useynov, maestro Niyazi, etc. The printed catalogues are prepared in order to recognize the readers with the literature of their own collections. So, the catalogues of the personal libraries of B.N.Zakhoder, M.A.Useynov, I.D.Mustafayev and Y.E.Bertels had composed and given to the readers’ usage. CSL also publishes the printed catalogues on separate parts of the fund. Such issues as, “Catalogues of the books on Persian, kept in East fund”, “Catalogue of the books in the Turkish language, having in East fund”, “Catalogue of the books in the Azerbaijan language on the Arabian alphabet, available in East fund”. Reception the status of scientific institute in 2003 CSL has engaged with the research works on theoretical problems of the library affair since 70-s. The result of the scientific researches of CSL are published in its “Scientific works” which consisted of 5 issues. Except for in its “Scientific works” CSL publishes “Collections on the description of Caucasus areas and nations”, “USA Congress Library”, “The miracle of Fuzuli”, “Collections of documents regulating the activity of library system of Azerbaijan National Academy of Sciences (I,II issue)”, “Vebliography”, “The printing house of Orujov Gardashlari”, etc., book, theoretical and methodical works. CSL of ANAS has given great importance in extending and creating International Scientific Relations in all times in its activity. The library has taken in some international scientific conferences and meetings held in abroad (Turkey, Russia, Ukraine) in different years. At the same time some conferences and meetings in CSL with participating of the specialists had been held. Arrival of the foreign visitors to the library had affected for strengthening of international relations. Central Scientific Library is the center if International Book Exchange in republic. The library creates the relation with different scientists and cultural workers, editorial-offices, printing houses, universities, societies and associations, library and informational organizations, scientific-research institutes, the academies of USA, England, France, Germany, Italy, Turkey, Iran, Saudi Arabia, Arab Republic of Egypt, Independent States of Union and carries on literature and informational exchange. Now the library conducts exchange and informational relations with 558 organizations of nearly 58 states of the world. International Book Exchange is one of the main sources in supplying of the funds of CSL. Last years CSL receives on average 4000-4500 copies foreign literature every year by IBE. CSL realizes different events for strengthening of business relations with partners. As a result of it CSL has created business relations with the embassy of Turkey, Iran, Iraq, The Kingdom of Egypt and Saudi Arabia, Japan, France, Germany, Sweden, etc., which takes action in Baku. Consequently, “Azerbaijan-France scientific-cultural relation hall” was opened (2002), the literature was received in 1000 euro cost from France (2003), 600 copies of valuable literature were given from the embassy of Kingdom of Saudi Arabia (2002), the Chemical reference book with 734 volume by Leopold Gmelin were received gift by German Research Society (2003). During the 80 annual activity CSL has shown exceptional service for reaching Azerbaijan science to the level of world science and achieved successful results. The labour of the library was awarded with diploma and honorary order. Achieved successes are the result of rational works of the collectives of the library. In different years Central Scientific Library confers an order on some employees and medals by the State and is honoured with the title of “Honoured Cultural Worker”.
